Ontario’s gaming regulator appoints new leader

Ontario’s gambling regulator, iGaming Ontario, has chosen Joseph Hillier as its new President and Chief Executive Officer, effective 8 September.
Hillier has been closely involved in the launch of the igaming sector in the province. He previously served as Chief Strategy Officer and Corporate Secretary at the Alcohol and Gaming Commission of Ontario, of which iGaming Ontario was previously a subsidiary, where he oversaw regulatory initiatives across the alcohol, cannabis, gaming, and horse racing sectors.
Prior to that, he worked as Chief of Staff to Ontario Attorney General Doug Downey and played a central role in establishing Canada’s first private-sector igaming market, including the creation of iGaming Ontario.
He takes over from interim Chief Executive Officer David Smith, who stepped in after the retirement of Martha Otton in December. According to the iGaming Ontario board, Hillier will oversee work on anti-money laundering systems and a centralized self-exclusion platform for gambling operators.

2025-08-29Powered by CMG CurrenShift in revenue in the 2024–25 fiscal year, a 30% year-on-year increase. Igaming is still the main revenue generator, and accounts for more than 70% of wagers.
Ontario also recently introduced live horse race betting, after the Ontario Lottery and Gaming Corporation partnered with horse racing operator Woodbine Entertainment Group.
