Brazil shores up regulations to prevent illegal gambling payments

Brazil has updated its regulations for payment providers to make clear that they cannot hold transactional accounts with online betting operators that do not hold the appropriate licenses.

The Brazilian regulator, the Secretariat of Prizes and Bets, published Normative Ordinance No 566 on 21 March, which came into effect immediately.

Payment providers are also prohibited from allowing transactions to and from sites that operate gambling operations, per Article 3.

Payment providers are required to set up methods to detect players using payment services for unauthorized gambling and report any suspicious behavior to the Secretariat of Prizes and Betting.

The regulator expects data on the suspicious transactions, the reasons that led to suspicion, what measures the provider took to stop these transactions, and the Individual Taxpayer Registration number for the individual involved. Companies must send this information within 24 hours.

Normative Ordinance No 566 applies to Law No. 14,790, which legalized online gambling in Brazil in December 2023 and took effect on January 1, 2025. 

Since then, dozens of operators have launched online gambling operations in Brazil, with IGT PlayDigital being one of the most recent operators to bring its games to the country.
