Wyoming and Indiana introduce bills to legalize online casinos

Lawmakers in Wyoming and Indiana have introduced bills to legalize online casinos in the first weeks of the 2025 legislative session.
The Wyoming online casino bill, HB 162, would allow five igaming operators to launch in the state, requiring operators to pay a US$100,000 fee to get approval. Representative Landon Brown and Representative J.T. Larson sponsored and introduced the bill on 14 January.
House Bill 162 also outlines that the Wyoming Gaming Commission will regulate the online casino market and give licensing preference to operators that are live in three of the seven U.S. states that currently permit online casino gaming.
Meanwhile, Representative Ethan Manning introduced House Bill 1432 in Indiana for the Indiana Gaming Commission to legalize online casinos. The bill would allow operators to launch through partnerships with licensed riverboat and racetrack casinos. The license for each online casino would cost US$500,000.
The bill suggests a 22% and 30% tax rate on online casino operators, varying depending on the casino’s revenues. The cities and counties that host land-based casinos will receive a portion of this tax money for community programs, schools, and public safety.
House Bill 1432 also mentions provisions for responsible gambling services with annual funding, including money spent on awareness campaigns, treatment options, and self-exclusion measures.
