Singapore consults on proposed amendments to remote games of chance licensing

Singapore’s Gambling Regulatory Authority is seeking public feedback on changes to the Gambling Control (Remote Games of Chance – Class License) Order 2022, which regulates lower-risk remote games of chance.

The Gambling Control Act, enacted in August 2022, allows operators to offer lower-risk gambling services under a class license regime. Operators may offer remote games of chance, but only if they meet specific licensing conditions.

The proposed changes would allow class licensees to also offer Type 2 remote games of chance, where players pay for chances to win in-game prizes, and to operate in-game marketplaces where players can trade prizes with each other for money or money equivalents.

These prizes must remain designed for use within the same game or related games, and operators will not be allowed to buy back prizes to prevent gambling inducement.

Currently, such player-to-player transactions are disallowed under the licensing framework. Still, the Gambling Regulatory Authority noted that these exchanges are already happening on third-party platforms and “do not pose law-and-order or social concerns.”

This move is part of a review to boost the player experience while maintaining safeguards. All submissions will be considered, though the Gambling Regulatory Authority will issue an aggregated response after the consultation closes.

The discussion will remain open until 20 August 2025, and members of the public can send feedback via an email service available on the Gambling Regulatory Authority website.
