Rota Blue granted online and land-based licenses for Northern Mariana Islands

The Northern Mariana Islands gambling regulator, the Rota Casino Gaming Commission, has issued licenses to newly established Rota Blue to operate both land-based and online casinos.
Both licenses were approved on 1 August, with the online license set to expire on 31 July 2026 and the land-based license the following year. The online license cost Rota Blue US$5,000, while the land-based fee was US$300,000.
The licenses were signed by the regulator’s Chair, Viola Jeane Hocog-Atalig, and Commissioner Audrie Lynn Manglona. In addition, Rota Blue paid a UA$75,000 investigation fee, a US$5,000 application fee, and US$10,000 for filing.
Rota Blue also plans to launch its online gaming platform in the coming months. Company officials said construction of the land-based casino will begin once tourism in the Northern Mariana Islands improves.
When operations commence, the Rota Casino Gaming Commission will collect a 10% gross gaming revenue tax. In comparison, the Commonwealth of the Northern Mariana Islands government will receive up to 5% business gross revenue tax and 1% gaming tax. Company officials also described their goals as focusing on compliance and growth, adding that discussions are ongoing with a subcontractor to build the online gaming platform.
