Parliament of Mongolia bans online gambling after amendments to licensing law

The Parliament of Mongolia has officially banned all forms of online gambling and betting after amendments to the Law on Licensing were approved in March.

According to the Parliament’s Media and Public Relations Department, the amendments will take effect following the standard legislative process.

Under the new law, organizing betting games for profit, whether online or in public spaces, is now classified as a criminal offense. Offenders could face fines, community service, travel restrictions, or prison sentences ranging from six months to three years if they break the rules.

Additionally, the law also makes it illegal to use payment accounts, electronic money, virtual assets, phone numbers, or other digital identifiers for gambling purposes.

Individuals found guilty of promoting or soliciting any form of gambling could also be punished under the Law on Administrative Violations, which includes a range of fines for illegal advertising.

At the same time, the new rules have also removed various special regulations on excise taxes for importing betting equipment and several provisions in corporate and personal income tax laws.

The ban on online gambling comes after Mongolian nationals were involved in an offshore gambling operation in the Philippines in March and charged with illegal gambling and cybercrime.
