PAGCOR to focus on education to tackle illegal gambling sites

Philippine gambling regulator PAGCOR is strengthening its efforts to protect the country’s gaming industry from illegal operators by emphasizing education for players and operators.
At the inaugural Asia-Pacific Regulators’ Forum, held on 11 September at Newport World Resorts, PAGCOR Vice President for Human Resource and Development Group Dr. Angelito Domingo presented a framework designed to safeguard the sector.
The plan focuses on player education, operator training, and public outreach. Domingo said that the gaming environment was facing a “perfect storm” created by technology, crime, and social impact, which threatens the integrity of legal gambling.
According to Domingo, player education is essential, while operator training must include mandatory certification to help staff spot problem gamblers. He added that public outreach needs the collaboration of police, financial regulators, and non-governmental organizations.
He also noted the rapid expansion of online gaming in the country, fuelled by mobile access and increasing reliance on digital platforms.
At the same time, many players remain unaware of the dangers of gambling until after losses occur.
With this framework, PAGCOR says it will strengthen collaboration among regulators, operators, and communities and create a stronger gaming sector that controls social risks and reduces the influence of illegal gambling activities. Last week, the regulator also reaffirmed that it would proceed with its plan to separate its roles as an operator and regulator.
