PAGCOR prepares to launch AI tool to identify illegal online gambling sites

Philippine gambling regulator PAGCOR is a testing a new AI-powered tool capable of identifying 60 illegal websites per minute.
Speaking at a Light & Wonder event ahead of tomorrow’s IAG Expo in Manila, PAGCOR Chairman and Chief Executive Alejandro Tengco said the new software was part a long-term drive to crackdown on illegal operators.
Alongside the development of the new AI tool, Tengco said, “We are continuously exploring AI tools for behavioral monitoring, fraud prevention and self-exclusion.”
His comments backed up an earlier rejection of calls to ban e-gaming in the Philippines, arguing that to do so would weaken consumer protection and leave Filipinos at the mercy of black-market operators.
“Pretty soon you will hear that PAGCOR will launch a 24/7 helpline so that those problem gamblers have someone that they can talk to,” he said.
He also pointed to the regulator’s revised safer gambling slogan, which has changed from “game responsibly, keep it fun” to “gambling can be addictive. Know when to stop”, in a bid to further strengthen responsible gambling messaging.
His speech highlighted the regulator’s efforts to work with other agencies, such as the Cyber Crime Commission, the National Telecommunications Commission and the Ad Standards Council to improve consumer protection and eradicate as many bad actors as possible.
“The reality is clear, ladies and gentlemen, technology and internet access can never be rolled back,” he said. “Our best safeguard is to provide regulated legal alternatives for those who want to play online.”
