PAGCOR calls for stricter online gambling rules

Philippines’ gambling regulator PAGCOR is calling for stricter regulation of online gambling in response to a Filipino lawmaker filing a bill that would instead introduce a complete ban on the sector.

The regulator claims that stronger rules are the practical way forward, as effective regulation can protect users while delivering significant economic benefits to the country.

PAGCOR Chairman Alejandro Tengco emphasized the need to distinguish licensed local operators from illegal international sites that escape taxes and target Filipinos.

from online gaming operations in 2024. If properly regulated, online gaming can be a major contributor to government services and economic development,” he told One News.

PAGCOR plans to invest in artificial intelligence tools to monitor player behavior, flag risky activity, and enforce self-exclusion if needed.

“If you’re depositing more than usual or losing more than you win, your account may automatically be suspended,” Tengco explained. In addition to ensuring all users are over 21, PAGCOR will also evaluate AI-powered age verification systems.

PAGCOR plans to sign an agreement with the Ad Standards Council on 16 July to impose stricter advertising guidelines covering billboards and prime-time TV slots.

The regulator is also working with other government agencies to address complaints about aggressive digital ads and pre-installed gaming apps targeting minors. In the meantime, the Department of Finance is suggesting a dedicated online gambling tax to increase government revenues further.
