North Carolina lawmakers explore ban on college prop betting

Lawmakers in North Carolina have proposed a bill to ban prop betting on college sports at commercial online sportsbooks.
Representatives Pricey Harrison, Marcia Morey, Neal Jackson, and Mitchell Setzer filed HB 828 on 8 April with bipartisan support.
The bill defines a prop bet as: “A wager on an individual action, statistic, occurrence, or nonoccurrence to be determined during a sporting event and includes any such action, statistic, occurrence, or nonoccurrence that does not directly affect the final outcome of the sporting event to which it relates.”
If it passes the House and Senate with the governor’s approval, the act will become effective on 1 July, 2025.
The bill comes after North Carolina broke its record sports betting handle in March 2025, with operators seeing over US$667 million in wagers. During the month, the National Collegiate Athletic Association Men’s Basketball Tournament began, while the NBA and NHL seasons continued.
The President of the National Collegiate Athletic Association, Charlie Baker, called for a nationwide ban on college prop betting in March 2024.
While there has been no federal legislation to address this, several US states, including Ohio, Maryland, New York, Pennsylvania, and Louisiana, have already banned prop betting on college athletes.
