New York senator introduces third online casino bill in three years

New York State Sen. Joseph Addabbo has again proposed an igaming bill to bring online casinos to New York.

This is the third attempt at online casino legislation in as many years from Addabbo. The bill has been referred to the Senate Racing, Gaming and Wagering Committee.

The bill, S2614, would legalize online casino games, including slots, table games and poker.

It also would legalize live dealer games and expand the lottery to include online ticket sales. Operators would need to be licensed by the New York State Gaming Commission and pay a 30.5 percent tax on gross gaming revenue. S8185 in 2024 also proposed a 30.5 percent tax rate on online casino revenues.

Licenses would be available to all New York sportsbooks and retail casinos, creating up to 20 igaming platforms.

Estimates suggest igaming would generate around $1.5 billion in annual taxes. However, Gov. Kathy Hochul has declined to mention any plans for igaming in the 2026 executive budget.
