New Chief Compliance Officer appointed for the New Hampshire Lottery

New Hampshire Lottery has officially announced the appointment of Cooley Arroyo as Chief Compliance Officer, following John Conforti, who served from 2018 to 2024. 

Arroyo entered the role with considerable juridical experience, already serving 10 years with the New England law firm Cleveland, Waters and Bass P.A., where she advanced from Associate Attorney to Shareholder and Director. She has also served as a clerk for Gary Hicks, former New Hampshire Supreme Court Justice, and earned her Juris Doctor degree from the University of New Hampshire School of Law in 2014, graduating as a Daniel Webster Scholar.

As the Chief Compliance Officer, Arroyo will review and evaluate compliance across the legal and regulatory landscape, ensure contractors and licensees comply with applicable laws, regulations, and policies, and advise the New Hampshire Lottery on legal and legislative issues. Her tenure began in September 2024.

The Executive Director of New Hampshire Lottery, Charlie McIntyre, considers the company fortunate to have Arroyo on board: “Her enthusiasm, unique perspective and experience in confronting challenges is invaluable to ensuring the New Hampshire Lottery maintains the highest standards of integrity in everything we do.”

Arroyo herself sees the Chief Compliance Officer role as an opportunity to take on a new challenge. “I have already appreciated being able to meet with our game room operators, business partners and our leadership to understand how I can add value and insight to help us all keep rowing toward a common goal,” she said.
