Indiana lawmakers seek to ban online lottery couriers

A bill intending to ban lottery couriers from operating in Indiana without approval from the Indiana Lottery Commission has passed through the Indiana House and is waiting to be signed into law by Gov. Mike Braun.

Senate bill 94 was sponsored by Sen. Ronnie Alting, Sen. Kyle Walker, Sen. Justin Busch, Sen. Ronnie Landolph, Rep. Ethan Manning, Rep. Edward Clere, and Rep. Peggy Mayfield.

As yet, online services like Jackpocket, Lotto.com, and Jackpot.com do not operate in the state, but the new law appears to be aiming to ward of the emergence of such services in future.

SB 94 states that “the State Lottery Commission shall not operate or authorize the operation of a lottery courier service. This requires the state lottery commission to adopt rules regarding the bulk purchase of lottery products.”

Following an 82-10 vote in favor of SB 94 this week, the bill would take effect on July 1 if signed by Gov. Braun.

The move to regulate lottery couriers follows recent actions in other states, such as Texas, where lawmakers unanimously passed Senate Bill 28 in February of this year, to ban online lottery ticket sales and prevent third-party services from selling tickets to consumers.
