Circa Sports and DraftKings to receive mobile sports betting licenses in Missouri

The Missouri Gaming Commission has awarded two untethered sports betting licenses to operators Circa Sports and DraftKings, ahead of the state’s full sports betting launch on 1 December 2025.
An amendment to the Missouri Constitution decided who would be awarded the two licenses.
The Missouri Gaming Commission evaluated applicants according to seven constitutional criteria. These were business expertise, integrity, sustainability, safety, advertising plans, ability to generate state revenue, commitment to responsible gaming, and capacity to expand bettor numbers on their platform.
Circa Sports, DraftKings, and FanDuel were all bidding for the state’s two untethered licenses. Both DraftKings and FanDuel spent millions on their marketing campaign, whereas Circa banked on promoting its high-stakes wagers.
Concerns were raised that Circa’s model may generate less tax revenue than larger rivals, but it managed to secure a license despite this.
Other operators can still get a license by partnering with a professional sports team or existing casino.
Immediately after the licenses were awarded, FanDuel announced a partnership with major league soccer club St. Louis City SC.
FanDuel President of Sports Mike Raffensperger said, “Missouri is home to some of the most passionate sports fans in the country, and we are thrilled to partner with St. Louis City SC to introduce our industry-leading product to the Show Me State.”
